Grants Division

The City of Gloucester Grants Division community development - grants.gifoversees several state and federal grant programs, including the Community Development Block Grant (CDBG) program, HUD's HOME program, and local Community Preservation Funds, as well as several other grant programs. In this capacity the grants division also provides professional staff support to the Community Preservation Committee (CPC) and the City's Affordable Housing Trust. PY23 Annual Action Plan Draft AVAILABLE FOR PUBLIC COMMENT

The Program Year 2023 Annual Action Plan Draft can be found by visiting: PY23 Annual Action Plan.

Join us Wednesday, May 3rd at 2:30PM in the Kyrouz Auditorium to hear more and provide suggestions! Questions or comments can also be submitted in writing. Any comments received in writing by May 14, 2023 will be incorporated. Comments can be emailed or mailed to the Grants Division. Hard copies of the plan are available at the City Clerks office and Sawyer Free Library temporary location. Copies available in additional languages upon request.

Community Development Block Grant (CDBG)

The Community Development Department utilizes Community Development Block Grant (CDBG) funds to support local Public Services, Economic Development, First Time Homebuyer Down Payment Assistance, Housing Rehabilitation, and Public Facilities Projects. Small Business Grant Program 

The City of Gloucester established the COVID-19 Emergency Small Business Grant Program to assist in the stabilization of existing small businesses within the City of Gloucester that have had significant business disruption due to the impact of COVID-19. These grant funds will assist small businesses in the City of Gloucester to cover working capital, wages, rent, loss of inventory, and other fixed costs.
